Persons wishing to address the Board on any school related issue, are invited to do so, either when the item is presented on the agenda, or under the "Public Comments" section. In the interest of time and order, presentations from the public are limited to three (3) minutes per person, and the total time for items shall not exceed twenty (20) minutes. An individual speaker's allotted time may not be increased by a donation of time from members of the public in attendance. If you wish to speak under Public Comments, please complete a Public Comment card and turn it in to the Superintendent's Assistant. The Board requests complaints or charges against an employee be held in Closed Session. Please note that Government Code Section 54954.2(a) limits the ability of Board Members to respond to public comments. More Specifically, Board Members are limited, but not required, to give a brief response to public statements or questions regarding non-agenda items.   8. Consent Agenda - Consolidated Motion The purpose of the Consent Agenda (Consolidated Motion) is to expedite action on routine agenda items. These Items will be acted upon with one motion, second and approval of the Board, unless a member of the Board or public wishes to pull the item for individual discussion and action. All matters listed under Consent Agenda are those on which the Board has previously deliberated or that can be classified as routine items of business. An administrative recommendation on each item is contained in the agenda supplements. There will be no separate discussion of these items prior to the time the Board of Trustees votes on the motion unless members of the Board, staff, or public request specific items to be discussed or pulled from the Consent items. If a member of the public wishes to speak to an item on the Consolidated Motion, please complete a Public Comment card and turn it in to the Superintendent's Assistant prior to the Board taking action.

    1. Consideration of Student Expulsions Explanatory Statement: (Student Learning and Achievement) The following Student Expulsions are being submitted for consideration: EX21-16/17, EX22-16/17, EX23-16/17 and EX24-16/17.

    2. 2016-2017 Strategic Plan Evaluation CriteriaExplanatory Statement: (Student Learning and Achievement) In 2015-2016, Ceres Unified Strategic Plan Evaluation criteria were revised to align with the three goals of the Local Control Accountability Plan. The Board reviewed 2015-2016 data relative to the revised evaluation criteria in October. Criteria were reviewed with the Board at the December meeting, after which a new metric was added in goal B2: College and Career Readiness to monitor the successful completion of the first year of post-secondary education. Revised Behavior Specialist Job DescriptionExplanatory Statement: (Human Resources/Collective Bargaining) The attached revised Behavior Specialist job description reflects a broadening of the educational requirements for this position. If approved, it will replace the current Behavior Specialist job description. The salary range on the administrative salary schedule will remain unchanged.

    5. District Office Re-Roofing Project Explanatory Statement: (Finance/Facilities) Staff is recommending that the Board call for bids for the re-roofing of the District Office. Recommended Action:Approve as presented the call for bids for the re-roofing of the District Office.

    6. Resolution Regarding Board Remuneration for Allowed AbsenceExplanatory Statement: (Finance/Facilities) Board Bylaw 9250 and Education Code 35120 establish the following with regard to Board member remuneration for attendance at regular meetings: Any member who does not attend all Board meetings during the month is eligible to receive only a percentage of the monthly compensation equal to the percentage of meetings he or she attended, unless otherwise authorized by the Board in accordance with law. A member may be compensated for meetings he or she missed when the Board, by resolution, finds that the Board member was performing designated services for the district at the time of the meeting or was absent because of illness, jury duty, or a hardship deemed acceptable by the Board.

      Trustee Jim Kinard was not present at the regular meeting of December 8, 2016, due to illness. The attached resolution provides for Mr. Kinard's full compensation for the month of December as allowable by law.     5. Enrollment UpdateExplanatory Statement: (Finance/Facilities)The attached chart provides information on District enrollment and Average Daily Attendance (ADA). The report provides information on Adopted Budget projected enrollment and ADA, 1st Budget Revision projected enrollment and ADA, actual enrollment on December 19, 2016, and 2nd Budget Revision projected enrollment and ADA. The numbers for Whitmore Charter School are shown separately since it is not in the General Fund. Staff will be available to answer any questions.

    6. Conference Reimbursement LevelsExplanatory Statement: (Finance/Facilities)The attached chart details conference reimbursement levels as set by Board Policy 3350. The rate for mileage has decreased from $0.54 to $0.535 per mile. The new rates for conference meals will be effective January 1, 2017. The reimbursement rates are tied to the rates set by the Internal Revenue Service.

    7. Regional Head Start Board Reports July-November 2016Explanatory Statement: (Student Learning and Achievement) The Head Start Act requires the sharing of accurate and regular information about the Ceres Head Start program with the School Board. Attached for review are monthly program information reports for the Regional Head Start Programs. Reported information comes from the annual Program Information Report (PIR) which defines the specific sets of data to be reviewed. Outcome thresholds are set for annual reporting. Data is collected cumulatively throughout the year. Over time, data sets meet the required thresholds. Monthly attendance and enrollment numbers have met the required thresholds. Health and Social Service information changes as services are obtained.

    8. Office of Head Start December InformationExplanatory Statement: (Student Learning and Achievement) The Head Start Act requires the sharing of accurate and regular information about the Ceres Head Start program with the School Board. Attached for review is an Information Memorandum on Background Checks for staff that has changed as a result of the new Head Start Performance Standards. This program instruction extends the due date until September 30, 2017 to coincide with other grant requirements. As a part of this new regulation, staff are required to have background checks completed every five years. We have also been notified of our next Federal Monitoring event for the Classroom Assessment Scoring System (CLASS) which will take place the week of January 30, 2017.

    9. Board Policy October 2016 Policy Revisions - Second ReadingExplanatory Statement: (Policy and Judicial Review) In the process of maintaining and updating our Board Policies and Administrative Regulations to comply with current law and California School Boards Association (CSBA) recommendations, a draft copy of the October 2016 Updates and Proposed Revisions was made available for Board Member review at the December 8, 2016 meeting. The proposed revisions are being presented as a second reading at this meeting and will be brought for action at an upcoming meeting.

      If you have need to refer to the present CUSD Board Policy in reviewing this material, Board Members can access the current policies through the CSBA Online service. Others may call the school office at (209) 556-1500, to request access to the policy.
