Persons wishing to address the Board on any school related issue, are invited to do so, either when the item is presented on the agenda, or under the "Public Comments" section. In the interest of time and order, presentations from the public are limited to three (3) minutes per person, and the total time for items shall not exceed twenty (20) minutes. An individual speaker's allotted time may not be increased by a donation of time from members of the public in attendance. If you wish to speak under Public Comments, please complete a Public Comment card and turn it in to the Superintendent's Assistant. The Board requests complaints or charges against an employee be held in Closed Session. Please note that Government Code Section 54954.2(a) limits the ability of Board Members to respond to public comments. More Specifically, Board Members are limited, but not required, to give a brief response to public statements or questions regarding non-agenda items. Instructional Materials Sufficiency for 2016-2017 Explanatory Statement: (Student Learning and Achievement) As required by Education Code 60119, a public hearing regarding the Instructional Materials Program for Fiscal Year 2016-2017 must be held to adopt a resolution stating that each student in the District has or will have, prior to the end of the year, sufficient textbooks or instructional materials in each subject consistent with the content and cycles of the curriculum framework adopted by the State Board of Education.

    2. Public Hearing for Ceres Unified School District Sunshine Proposal to California School Employees AssociationExplanatory Statement: (Human Resources/Collective Bargaining) At the Board of Trustees meeting held on August 11, 2016, the District presented its sunshine proposal for negotiations (re-openers) between the District and California School Employees Association (CSEA) for the 2016–2017 contract year. The District is proposing to open the attached contract articles for negotiations. The public hearing will provide the public with an opportunity to provide input on the District’s sunshine proposal to CSEA.

  8. Consent Agenda - Consolidated Motion The purpose of the Consent Agenda (Consolidated Motion) is to expedite action on routine agenda items. These Items will be acted upon with one motion, second and approval of the Board, unless a member of the Board or public wishes to pull the item for individual discussion and action. All matters listed under Consent Agenda are those on which the Board has previously deliberated or that can be classified as routine items of business. An administrative recommendation on each item is contained in the agenda supplements. There will be no separate discussion of these items prior to the time the Board of Trustees votes on the motion unless members of the Board, staff, or public request specific items to be discussed or pulled from the Consent items. If a member of the public wishes to speak to an item on the Consolidated Motion, please complete a Public Comment card and turn it in to the Superintendent's Assistant prior to the Board taking action.

    3. Provisional Internship Permit Explanatory Statement: (Human Resources/Collective Bargaining)Staff is requesting that the following CUSD teacher be employed on a Provisional Internship Permit:

      Yessenia E. Medina – Math Teacher – Central Valley High School

      The District is required to submit to the Commission on Teacher Credentialing permit applications for the 2016-2017 school year.  Upon successful completion of the credential program, Ms. Medina will be eligible to obtain a preliminary credential.
      Recommended Action:Approve the Provisional Internship Permit.

    4. Summer School Schedule 2017 Explanatory Statement: (Student Learning and Achievement) The California Department of Education requires that Summer School dates be annually approved by the Board. The 2016-2017 Summer School dates are as follows: Elementary and junior high sites will operate for 20 days June 5-30, 2017. High school sites will operate for 24 days in two sessions. Session 1 is scheduled June 5-20 (12 days) and Session 2 is scheduled June 21-July 7 (12 days). All sites will be closed on July 4, 2017. Recommended Action:Approve as presented the 2017 Summer School Schedule.

    5. CSBA Legislator of the Year Explanatory Statement: (Community Leadership, Engagement and Advocacy)For the past 30 years, the California School Boards Association (CSBA) has honored current members of the California Senate and Assembly, as well as members of Congress, who actively work to improve public schools, support local school board governance, and exercise leadership in the legislative arena. CSBA encourages all school and county boards to participate in this program by nominating a member of the California State Legislature, the California Congressional delegation or federal/state elective or appointed office for CSBA's 2016 Legislative Awards Program. Nominations must be received by CSBA by 9 a.m. on Friday, Sept. 9, 2016. A board resolution limited to one page, or minutes showing the board action, must accompany each nomination form. The final selection of honorees will be made in September and announced in December or January. Attachments: Resolution 04-16/17 and Nomination PacketRecommended Action:Adopt as presented Resolution 04-16/17 and nominate Assemblymember Adam Gray as CSBA Legislator of the Year.

Board Policy March 2016 RevisionsExplanatory Statement: (Policy and Judicial Review) In the process of maintaining and updating our Board Policies and Administrative Regulations to comply with current law and the California School Boards Association (CSBA) recommendations, draft copies of the March 2016 updates and proposed revisions and March 2016 minor revisions were made available for Board Member review and first reading at the May 5, 2016 meeting, with clean copies of the proposed revisions presented for a second reading at the August 11, 2016 meeting. The proposed revisions are being presented at this meeting for approval.

    4. 2016 CAASPP ResultsExplanatory Statement: (Student Learning and Achievement) Students in grades 3-8 and 11 completed state assessments in English Language Arts and Mathematics in the spring of 2016. Educational Services staff will provide an overview of the Ceres Unified student results.
