Persons wishing to address the Board on any school related issue, are invited to do so, either when the item is presented on the agenda, or under the "Public Comments" section. In the interest of time and order, presentations from the public are limited to three (3) minutes per person, and the total time for items shall not exceed twenty (20) minutes. An individual speaker's allotted time may not be increased by a donation of time from members of the public in attendance. If you wish to speak under Public Comments, please complete a Public Comment card and turn it in to the Superintendent's Assistant. The Board requests complaints or charges against an employee be held in Closed Session. Please note that Government Code Section 54954.2(a) limits the ability of Board Members to respond to public comments. More Specifically, Board Members are limited, but not required, to give a brief response to public statements or questions regarding non-agenda items.   8. Consent Agenda - Consolidated Motion The purpose of the Consent Agenda (Consolidated Motion) is to expedite action on routine agenda items. These Items will be acted upon with one motion, second and approval of the Board, unless a member of the Board or public wishes to pull the item for individual discussion and action. All matters listed under Consent Agenda are those on which the Board has previously deliberated or that can be classified as routine items of business. An administrative recommendation on each item is contained in the agenda supplements. There will be no separate discussion of these items prior to the time the Board of Trustees votes on the motion unless members of the Board, staff, or public request specific items to be discussed or pulled from the Consent items.     2. 2015-2016 Strategic Plan Evaluation Report Explanatory Statement: (Student Learning and Achievement) The report provided summarizes the evaluation results of the 2015-2016 Strategic Plan, along with data and responses supporting the results of each goal. Highlights from the report will be reviewed and presented for acceptance at the Board meeting.  Recommended Action:Accept the Summary Evaluation Report of the 2015-2016 Strategic Plan.

    3. System Analyst Job Description Explanatory Statement: (Human Resources/Collective Bargaining)The attached System Analyst job description establishes and defines the representative duties and responsibilities associated with this new position within Technology Services. Under the direction of the Director of Information Technology, the System Analyst will be responsible for assuming a lead role in the analysis, testing, implementation and support of the Enterprise-wide computerized systems and applications. The System Analyst position will enhance the District’s information and technology database systems.

      The System Analyst positions will be placed on Range 82 of the Classified Salary Schedule.

      The attached job description was reviewed and endorsed by CSEA on October 10, 2016.

Revised Job Description for the Child Care SupervisorExplanatory Statement: (Human Resources/Collective Bargaining) The attached revised Child Care Supervisor job description replaces the current job description for Child Care Supervisor. The job description reflects a broadening of the educational requirements.

      The salary range will remain unchanged.

      The attached recommended job description was reviewed and endorsed by CSEA on October 3, 2016.

Bid Results for the Swine Barn at the CUSD Agriculture Center at Hidahl Elementary Explanatory Statement: (Finance/Facilities) On August 11, 2016, the Board approved the call for bids for this project. On October 11, 2016 bids were received and opened for the Swine Barn at the CUSD Agriculture Center at Hidahl Elementary campus. The low bidder is JL Bray & Son, Inc. with a base bid of $457,900.00.Attachment: Bid Recap-Swine Barn at the Enterprise Farm 10.11.16Recommended Action:Staff recommends the Board award the bid to JL Bray & Son, Inc. in the amount of $457,900.00.

    6. Board Election CyclesExplanatory Statement: (Policy and Judicial Review) California Senate Bill (SB) 415, approved by the California Governor and filed with the Secretary of State on September 1, 2015, sets forth circumstances under which local elections must be held concurrent with statewide elections in order to avoid an adverse impact on voter turnout. Currently, elections for the Ceres Unified School District Board of Trustees are held on alternating odd-numbered years. Statewide general elections in California are held in even-numbered years. In order to comply with SB 415, the attached resolution establishes a plan for adjusting the election schedule for the Board of Trustees to coincide with statewide elections (Education Code 1302[b]). If adopted, the rescheduled election cycle shall be achieved by scheduling Board member elections in 2017 and 2019 for a term of five years. The subsequent Board member elections (2022 and 2024) shall be for a term of four years.Attachment: Resolution 06-16/17Recommended Action:Adopt as presented Resolution 06-16/17 to Reschedule Election of Governing Board Members.

    4. Facility Improvement Plan UpdateExplanatory Statement: (Finance/Facilities) Staff has updated the District's Master Facility Improvement Plan. The attached file shows the Master Facility Improvement Plan as of the end of October 10, 2016. All items completed since the last update presented to the Board are in bold. (Please note that the Plan is updated constantly as new needs are identified.) The Plan shows a prioritized list of projects for each site, estimated completion timelines and the status of the project. Following presentation of the Plan to the Board, all completed items will be deleted.

    5. Ceres Unified School District Foundation 2015-2016 Financial Audit ReportExplanatory Statement: (Finance/Facilities)In operation since September 2004, the Ceres Unified School District (CUSD) Foundation is a non-profit organization created to provide supplemental resources to the educational programs outlined in the CUSD Strategic Plan, as well as scholarships to graduating students. Annually, the Ceres Unified School District Foundation conducts an audit of the previous fiscal year’s financials. The attached audit report for the 2015-2016 year is provided for information and study.

    6. State Preschool Summary of Findings Fiscal Year 2016-2017Explanatory Statement: (Student Learning and Achievement) The California Department of Education Child Development Division requires that the school board review all program monitoring event results. A follow-up review took place earlier this month and all areas relative to state preschool were found to be in compliance.

    7. Ceres Program Information Report Summary - Early Head Start 2015-2016 and Regional Head Start 2015-2016Explanatory Statement: (Student Learning and Achievement) The Head Start Act Requires that the Governing Board review the Head Start Annual Program Information Report (Program Information Report - PIR). The report summary includes information on the various program indicators that are reviewed ongoing throughout the year. This report is submitted annually to the Office of Head Start on August 31 for review.

    8. Head Start Performance StandardsExplanatory Statement: The Head Start Act requires the sharing with the Board of accurate and regular information about the Ceres Head Start program. Attached for review is the program instruction regarding the release and implementation of the new Head Start Performance Standards. The program information explains and identifies the effective date and implementation support available.
