Persons wishing to address the Board on any school related issue, are invited to do so, either when the item is presented on the agenda, or under the "Public Comments" section. In the interest of time and order, presentations from the public are limited to three (3) minutes per person, and the total time for items shall not exceed twenty (20) minutes. An individual speaker's allotted time may not be increased by a donation of time from members of the public in attendance. If you wish to speak under Public Comments, please complete a Public Comment card and turn it in to the Superintendent's Assistant. The Board requests complaints or charges against an employee be held in Closed Session. Please note that Government Code Section 54954.2(a) limits the ability of Board Members to respond to public comments. More Specifically, Board Members are limited, but not required, to give a brief response to public statements or questions regarding non-agenda items.     1. Public Hearing on District Sunshine Proposal - CUTAExplanatory Statement: (Human Resources/Collective Bargaining) At the Board of Trustee meeting on June 29, 2017, the District presented its sunshine proposal for negotiations between the District and Ceres Unified Teacher's Association (CUTA) for the 2017–2018 school year. The District is requesting to open the attached list of items. The required Public Hearing will provide the opportunity for public input.

    2.   8. Consent Agenda - Consolidated Motion The purpose of the Consent Agenda (Consolidated Motion) is to expedite action on routine agenda items. These Items will be acted upon with one motion, second and approval of the Board, unless a member of the Board or public wishes to pull the item for individual discussion and action. All matters listed under Consent Agenda are those on which the Board has previously deliberated or that can be classified as routine items of business. An administrative recommendation on each item is contained in the agenda supplements. There will be no separate discussion of these items prior to the time the Board of Trustees votes on the motion unless members of the Board, staff, or public request specific items to be discussed or pulled from the Consent items. If a member of the public wishes to speak to an item on the Consolidated Motion, please complete a Public Comment card and turn it in to the Superintendent's Assistant prior to the Board taking action.
  9. ACTION SECTION
    1. Awarding the Best Value Instrument for Central Valley High School Six-Classroom Addition, Building M Explanatory Statement: (Finance/Facilities) On June 21, 2017, a request for sealed proposals was sent out to our pre-qualified contractors to request qualifications per the lease-lease back construction delivery method for the six-classroom addition of building M at Central Valley High School. Four sealed proposals were received by the District on July 19, 2017, reviewed, scored, and interviews were held on July 24, 2017. JL Bray & Son, Inc. has been selected as the best value contractor through this process.

      In order to move forward, the Board must approve the selection of JL Bray & Son, Inc. and approve to form the attached Lease-Lease Back documents. Upon approval, pre-construction work will begin. JL Bray & Son, Inc. will also prepare a final Guaranteed Maximum Price (GMP) proposal for action by the Board of Trustees at a later date.

    4. Ceres Unified School District Sunshine Proposal to California School Employees Association
      Explanatory Statement: (Human Resources/Collective Bargaining)
      The Ceres Unified School District is presenting its sunshine proposal for the 2017-2018 negotiations (Re-openers) between the District and California School Employees Association (CSEA). CSEA presented its Sunshine proposal on June 15, 2017, and the public hearing for CSEA’s sunshine proposal was held on June 29, 2017. Please refer to the District’s 2017-2018 sunshine proposal (attached) for specific articles that are proposed for negotiations. The attached Sunshine proposal will be presented for public hearing on August 31, 2017.

Impact of State BudgetExplanatory Statement: (Finance/Facilities)Education Code 42127 requires that school districts notify the public of the impact of the State Budget on locally adopted budgets within 45 days of the signing of the State Budget. The 45-day public notice for the Ceres Unified School District is attached. The budget adopted by the Board in June accurately reflects the realities of the State Budget except for the few noted exceptions within the letter. These changes will be reflected in the First Budget Revision. Staff will be present and available to answer questions related to the Adopted State Budget.

CUSD BP/AR 5116.1 and BP/AR 6145 Annual Review Explanatory Statement: (Policy and Judicial Review) Attached are copies of Board Policy/Administrative Regulation 5116.1 regarding Intradistrict Open Enrollment, and Board Policy/Administrative Regulation 6145 regarding Extracurricular and Co-curricular Activities. Law requires that these policies be reviewed on an annual basis.

      BP/AR 5116.1 were updated in November 2016 in accordance with California School Boards Association (CSBA) recommendations. At this time, BP/AR 5116.1 and BP/AR 6145 are presented for review with no recommended changes.

Board Policy May 2017 Revisions - 2nd ReadingExplanatory Statement: (Policy and Judicial Review) In the process of maintaining and updating our Board Policies and Administrative Regulations to comply with current law and CSBA recommendations, a draft copy of the May 2017 updates and proposed revisions was made available for Board Member review and first reading at the June 29, 2017 meeting. The proposed revisions are being presented as a second reading at this meeting and will be brought for action at an upcoming meeting.

      If you have need to refer to the present CUSD Board Policy in reviewing this material, Board Members can access the current policies through the CSBA Online service. Others may call the school office at (209) 556-1500, to request access to the policy.
